MEMORANDUM SUBMITTED BY LADY APOSTLE HELEN UKPABIO ON THE DEATH OF MY BROTHERS—CHARLES, JOSEPH AND EMMANUEL ESESSIEN AKPABIO OF MBENTE VILLAGE AND OTHER THREE NKARI SONS NAMELY: SOLOMON UDOETTE FROM MBENTE, MONDAY JOSEPH AKPAN AND OKON UDO; ALL OF NKARI CLAN, INI LOCAL GOVERNMENT AREA – AKWA IBOM STATE TO THE PANEL OF ENQUIRY INVESTIGATING THE MURDER OF THREE BROTHERS IN MBENTE VILLAGE OF NKARI CLAN.
I thank the Almighty Jehovah God for His mercies and kindness by allowing the Akwa Ibom State Government under the able leadership of Governor Godswill Akpabio to set up this panel of enquiry for the investigation of the gruesome murder of the three brothers and other three sons of Nkari Clan. I believe that God will use this panel to unravel the evil men behind the gruesome murder of my brothers which has left me devastated for more than a year now in Jesus great name—Amen.
I am very well convinced that Senator Aloysius Etok (a serving Senator) with the Federal Republic of Nigeria, Chief Bassey Ekpenyong Inuaeyen, Engr. Bassey Udonya Bassey (then Supervising Engineer for A. G. Vision), Benjamin Christopher Akpan Otu (who was compensated as a councilor for his role in setting up and luring the boys to be murdered), Mr. Noel Nduka of Akwa Ibom State Security Service (SSS). Others are Dennise Udonya Bassey (a brother to Engr. Bassey), Topper (alias, real name unknown) who is from Obot Akara, Kokoette Joshua Amasi (alias Wisdom) from Obborong (A.P.A to Peter Inuaeyen) and the three white men working with A.G. Visions (Lebanese employed by Aloysius Etok and Chief Bassey Inuaeyen) who are very greedy of making money any how including blood money, are the conspirators, plotters, executors and murderers of my three brothers. This they do to have full control over the Dam financially, regulating the activities and being life inheriters of the proceeds of the Dam.

BACKGROUND
Ever since the Dam Project came into place, Bassey Ekpenyong Inuaeyen, a native of Mbente village of Nkari Clan had to renounce the people of Mbente and even his paternity. He began parading himself as the then Paramount Ruler’s son. He is known by his friends, colleagues and acquaintances as “PRINCE” Bassey Inuaeyen.
He parades himself under this disguise to gain from every Government of the day in Akwa Ibom State. This has really worked for him as he has made a lot through creating and falsifying non-existing reports of panic and terror e.g. there is a war between the Nkari people and the Ibos, and the Nkari people are on exile, thus extorting money from the Government. This can be investigated even in this present government. At times he claims there are refugee camps in Ifa and Ikot Uko villages of Nkari Clan, and will use this to extort millions from the government. One of the days, I personally challenged him of his dubious and fraudulent attitude by benefitting through communal crisis before the death of my brothers. He then went and brought few bags of Rice and gave to people related to only his mother’s side—Ubienkene village. The attitude of Bassey has always been to create crisis , then make the best of the it to gain mastery and lord over the people while at the same time making so much gains financially from it.
The more Bassey got involved with the royalty, the more Bassey hated his village Mbente and my father, Chief Esessien Akpabio, who was like the only light in the entire village by then. My father was number one enemy of the Royalty, Obong Nyaudo Inuaeyen. Bassey initially tried to sandwich between the two but he was cautioned by Obong Nyaudo Inuaeyen, a former Paramount Ruler of Ini that he doesn’t want anyone who goes to my father to come to the Palace. This is a naked truth, the community before I was born was divided into two factions—those who are loyal to the Palace and the few insignificant number who saw no reason to exorcise my father in his home town.
Since Bassey was eyeing the great Nkari land of which his father has no piece of land there, he decided to be loyal to the Royalty and the Lord of the land, Obong Nyaudo Inuaeyen, former Paramount Ruler of Ini Local Government Area. He soon advocated and paid for a chieftaincy title that cost him so much. He however was made “OBONG IBEREDEM” meaning someone to rely on, or fall back to. This new title made Bassey who all along has been answering “Prince” to become Prince-Chief. Many times Bassey brings in his colleagues to the clan and will pass straight to Ikot Offrong, the Palace, meanwhile Mbente people will be waiting for him, but he will spend hours there in the Palace and return back without branching his own village, Mbente. Bassey virtually sold out the Mbente people whom the then Paramount Ruler—late Obong and Edidem Nyaudo Inuaeyen hate so much because of his insistence to claim their land from them.
THE BACKGROUND
In 2003, Chief Bassey Inuaeyen came to Mbente village and called the entire village together. He urged them to allow the Hydro-works to come and do the project which they have. He told the Mbente people who are the owners of the land not to ask for any compensation until the Hydro-works will ship down their heavy equipments and set up structures. When the Hydro-works will have completed their works, the village could then demand for compensation. This was later on known to be tricks he used because he was bidding for the job of the Hydro-works when really he has no knowledge of construction neither does he have any equipments. He knew all wanted was the money but as God would have it, one other construction company owned by one Mr. Castle was given the job.
However, when Bassey knew that he did not win the bidding, he instigated some boys from Ikot Offrong against Mr. Castle and stalled the progress of the work. He made so much financial demands from Mr. Castle as well as His Royal Majesty, Obong Nyaudo Inuaeyen who also placed heavy financial demands on Mr. Castle. The work got stock.
Meanwhile Bassey Inuaeyen and his adopted father, Obong Nyaudo Inuaeyen were giving the people a very wrong diversional stories—The Mbente people and the family of Esessien Akpabio are stopping the work and the people believed him. My father has never sought to work in Hydro-works or the present Dam. He is not a chief, he is not into politics, he is not having any business there but just because his land has been acquired without any compensation, he was blackmailed, physically abused and always reported to the police station.
Bassey Inuaeyen’s interest for his people is only to make gains and not to serve. Bassey has never helped anyone from the entire Nkari clan secure a reasonable job. He has never assisted the widows, orphans and the extreme poor. Instead, if a poor man has a land, Bassey will set people up to enter into land tussles and at the end, use the customary court whose members are hand-picked by his Royal Majesty to snatch the land from the rightful owners. This is a very common trend in the characteristic behaviors of Bassey Inuaeyen and the former paramount ruler, Obong Nyaudo Inuaeyen.
In 2003, my brother, Joseph Akpabio told me of how Bassey addressed saying that compensations will not be paid to the owners of the land until the completion of the works by hydro-works. I told him to hold on like others, but later there were conflicting rumours that compensations were paid to selected people who had no land at all where the Dam is situated. This really disturbed the minds of the people but Bassey refused bluntly to put the people to light. The Mbente people including my brothers demanded for their right of being compensated. This is the second time my father’s land was acquired without any compensation. In 1974, Chief Inuaeyen Ndaeyo who was trained by the entire community of Nkari clan by levying every household in the fifties for his studies in Newcastle, London.
On his return from Newcastle, he came direct to face my father, Chief Esessien Akpabio over his land and the entire Mbente land. Chief Inuaeyen Ndaeyo, with his education, battled the illiterate natives of Mbente who really donated much money for his education while in London. Severally, the Mbente people tried to caution him of their not being willing to fight him because his mother came from Mbente and he is our grandchild (eyeyen) but he will not oblige. The Mbente people were compelled to sue him to High Court, Enugu, where he was serving as an Agric Officer. The Civil War however disrupted all these efforts.
After the Civil War, Ndaeyo continued lynching out his oppressions on the people of Mbente, with my father in particular. However Bassey is aware of all these but he chose to stand by him against Mbente because he is looking at what he will gain and not what the community will stand to gain. There has been several cases that Inuaeyen Ndaeyo, former General Manager of Cross River State Basin Authority instituted against the people of Mbente because of their land. They suffered abuses, wrongful imprisonment and victimizations. Bassey is now continuing in the method, calling Mr. Inuaeyen Ndaeyo his godfather.
PREVIOUS INCIDENCES
The problem of Bassey with my father’s house has been long nurtured in Bassey Inuaeyen’s mind.
In the year 2004, Bassey Inuaeyen’s father was attacked. Bassey in a haste petitioned the Commissioner of Police—Ikot Akpan Abia of Akwa Ibom State, alleging that my father and his gang robbed his father. The police acted in a haste and rounded up all the names Bassey Inuaeyen gave to them including my aged father who was seventy six years old. Bassey Inuaeyen in that petition revealed his hatred for my father, Chief Esessien Akpabio and his children as he alleged that all of them were armed robbers and terrorists. The Paramount Ruler had already confirmed to the police that what Bassey wrote was nothing but the truth so this stirred the police to act very promptly and violently. I was in Lagos and was told of the story that Bassey has arrested my father framing him up as a thief. This shocked me. My own father who has never stolen in his life could be a thief to the extent of robbing Bassey’s father. This was nothing short of “STRONG HATRED” for my father and his male children—Charles, Henry, Joseph and Emmanuel Esessien Akpabio.
When I returned from the crusade in Lagos in April 2004, I went to meet with the Commissioner of Police whose name I have forgotten but can be traced and investigated by this commission. I saw the then General Manager of Bassey’s comapny, Dr. Michael Udoedit of Asanting Utit Ikpe of Ini Local Government Area. As soon as Dr. Umoedit who was coming out from the Police Commissioner’s Office in Ikot Akpan Abia saw me, he rushed back into the Commissioner’s Office and told him of how the daughter of the armed robber whose brother had killed one Essien Iwang was the next to the Commissioner. The Commissioner said it was okay. As soon as he came out, he stared at me as an evil one. I kept cool until I was ushered in to see the Commissioner of Police.
As soon as I entered the office, the Commissioner said, “whom am I seeing, our actress? Are you from this community?” I said, “Yes, my father is the man that you arrested alongside eleven others.” The Commissioner then narrated of how terrible they told him my father had been to the community and offered me the privilege of reading the petition. There, I saw that all the people who ever visited my father’s house were branded robbers. By this time, the entire village were almost worshipping Bassey as a great son of the soil. Bassey in his petition described my brothers as armed robbers and terrorists. He called them “militant men” who are well armed and dangerous. Bassey painted completely in his petition my father and his children as being the cause of Nkari’s problem in general. As I was reading the petition, I understood that Bassey wrote this to please the royalty.
However, I narrated my brought-up to the Commissioner and the oppression we suffered in the hands of the Paramount Ruler. The commissioner, being a well trained policeman, understood immediately what was on ground. He then told me of my brother—Henry Akpabio—who was an army officer and how they alleged he had murdered one Esssien Inwang in cold blood. He said he was sending two trucks of policemen to my village. The man, Essien Inwang, has always been a palace royalty and so has never visited my father’s compound. I grew up in that village but I did not know him because the village was in factions—Palace Loyalists and those who were easy preys like my father, Chief Essesien Akpabio and his boys. It was this Essien Inwang in 1981 whom the Paramount Ruler used to set my father up by planting something in our compound. The following day, trucks of mobile policemen entered our house, broke all of my father’s cupboard and carted away documents. They handcuffed my father before us, beating him up and disgracing him. My father is an ex-police officer who was well trained by the white men by then. My father has suffered many humiliations, loses, punishments and imprisonments in the hands of Obong Nyaudo Inuaeyen whom Bassey came to join force with.
It is also worth mentioning here that this great move by Bassey Inuaeyen to frame my father up, harass him and openly disgrace him, created a powerful chance for him the Royalty. He was quickly given a chieftaincy title by the paramount ruler in the same year, 2004. He was called “OBONG IBEREDEM” meaning someone to depend on. The paramount ruler truly depended on him to hurt the people of Mbente. This is why Bassey is still in charge. Our Mbente land has been claimed to be owned by “Clan Council of Chiefs” of which Bassey Inuaeyen has used his criminal tendencies to superimpose himself as the Head of the Clan Council of Chiefs in Nkari clan. He is the only cock to crow. He is the only outstanding politician. He is the only chief mafia of the Nkari clan. No one ever dare ask questions without being severely punished for it. Bassey Inuaeyen is now occupying the position of his late father, Obong Nyaudo Inuaeyen and the dictator of the land.
As the police investigated the matter, it was discovered that all the allegations were wrong. Nobody robbed Bassey’s father, nobody killed Essien Inwang, rather Bassey’s father was beaten up on political reasons based on Bassey victimizing some people.
Even though Bassey was told the truth, Bassey insisted the matter must go to Court. Bassey’s cousins were some of those arraigned in the Court as armed robbers just because Bassey Inuaeyen is looking for records of cases to be used against my father. Essien Inwang was advised by Bassey to hide in the village called Obborong and the people quickly identified him and brought him out from his hiding place. This is how Bassey is “OBONG IBEREDEM” to the community. Bassey Inuaeyen did not end it there, he went to Pioneer Newspaper through his Logistic Manager, Peter Ekpenyong Inuaeyen who is very devilish and wicked, to publish that my father owns a shrine and that that was the source of my power in ministry. He said all manner of defamations. The Pioneer Newspaper did publish this at their instance. When the newspaper visited my village, they went and found out that Bassey and Peter lied. They also wrote this.
Bassey had deep seated hatred for my father and felt highly threatened by the presence of my brothers especially Joseph who was always bold enough to ask him certain questions. In all these happenings, Bassey doesn’t always show up directly. He has people he plants around him to carry out all his dirty crooked devices. His brother, Peter, is one of his principal partners in wickedness who has been calling and threatening the boys, telling them they will all die by his hands. As Bassey was eating deep into his wickedness, in partnership with the former paramount ruler, jobs were going on in the Nkari land where my father and Mbente people own 80% of the land acquired without any compensation. It was very painful to my brothers who were mostly farmers. They were pushing hard through Bassey to be well compensated for cash crops, economic trees and other plantations that maliciously damaged. This made Bassey uneasy. He began plotting how to hurt them.
BASSEY INUAEYEN’S INTENT
The chief intention of Bassey is to make profit from the community and their land. This, he wants to achieve without selling out himself to the people’s understanding of his grave covetousness and greed. He wants to appear before the people as an angel and helper while capitalizing on their illiteracy, poverty, lack of exposure and all of their weaknesses to further oppress them. In 1998, under the Military Administator of Akwa Ibom State—Ebiye, he awarded the Nkari road contract to Bassey Inuaeyen. Bassey instead of tarring the Nkari road, he rather graded the road. When Ebiye came to commission the road, he said, “Is this all you can offer to your people?” Ebiye then refused to cut the tape to be lowered.
Meanwhile the Nkari communities were singing the praises of Bassey and asking God to bless him—a savior of the land because this was the picture painted to the people of Nkari.
Next was the rural electrification of the community. The one of Mbente was an allotment given to them by wards to the Elders. Again, Bassey Inuaeyen took that of Mbente and flashed a resemblance of something before the people. Up to date, Mbente has no light. The clan has no roads, no development, highly impoverished, no good medical facilities and nothing good about the land. I am of the opinion that Bassey Inuaeyen would have made his wealth outside and come home to help the people of his clan and his highly oppressed village but rather he has his eyes on my father’s household too extinct the family and preside over Mbente land for his profits. May God reward him according to his heart intent in Jesus name, amen.
In 2005, a youth movement was formed. The youth approached me to assist them so as to bring unity to the community that was completely in disarray, with people fighting among themselves. According to the youth, they did not want to continue in the enmity of the parents. They wanted peace and unity. I refused to be part of that because I am a very busy person and my ministry work is expanding greatly. They pleaded that it didn’t require my time. After much considerations and understanding of their intent, I decided to support them with a football competition in what we called the “UNITY CUP”. The idea of the football competition was to unite all the factions together. All villages were free to participate without any segregation of any kind. I was offering the prizes to the first three positions and also encouraged others in different ways.
I was surprised when Nya John, the youth leader was invited to the palace and accused of identifying with me. The then paramount ruler and patron of the Nkari youth movement, Obong Nyaudo Inuaeyen, was very angry, so was Bassey. Bassey felt threatened by my presence and support. He was angry and then tried to form another youth movement to rival the existing one. Bassey Inuaeyen severally framed up this youths especially my brothers and Nya John. Bassey Inuaeyen was out to frustrate the youth movement. He gathered Palace loyalists to instigate trouble among the youths. The youths were highly harassed by police, intimidated, arrested and tortured.
The youth president was constantly framed up on major cases like arson, malicious damages, assaults, murder and many other reasons. Quite often, the youths were always arrested while in the pitch playing in their final competition and close to the finals. The whole community became happy with the youths and men of the palace, like Martin Udo from Ifa village, Anthony Iseyen from Ifa, Okon Akpan Nya from Ikot Uko and the likes of Dr. Nya and his brother. All these including Mr. Inuaeyen Ndaeyo wrote several petitions against the youths to the police. Since all the petitions were always endorsed from the palace of Obong Nyaudo Inuaeyen, they were treated urgently and seriously. The youths were always cast into prison for no just cause. Quite often, they were arraigned in court before investigations which was never satisfactorily done. Bassey Inuaeyen tried to push Nya John to frame up my brothers, Charles, Joseph and Emmanuel that they paramount ruler’s house but Nya John refused to be used. My brothers are not from Ikot Offrong. The son of the Paramount Ruler beat up one Samuel Udo Nya whose father was the village head of Ubienkene community. The chief was denied his salary for several months. His son went to inquire from the Obong Nyaudo Inuaeyen for his father’s salary.
His Royal Majesty used to deduct Five Thousand Naira (N5,000) only from all village head salaries, saying it was for transporting their salaries to them. This Ubienkene village head, after enduring for several years, decided that his salary be paid directly to his account. The then paramount ruler of Ini Local Government Area viewed that to be an insult to his person and seized the village head’s salary for several months. This was why his son went to plead for the father’s salary to be released to him who was then in school. The Samuel Udo Nya was beaten by the paramount ruler’s children, his mouth broken and left bleeding profusely. The youth leader Nya John felt the boy’s life could be rescued if rushed to hospital that late in the night (about 1 am). No one owns taxis in the whole clan except for one man in Obborong whose village was too far away to rush this boy to. The Nkari road is so bad that if anyone managed to enter Nkari once in rainy season as we are now, the person will never risk his life and vehicle next time.
The only quick intervention was to go to his Royal Majesty Obong Nyaudo Inuaeyen and solicit for one of his numerous jeeps and cars to carry the dying boy whose injury was caused by Obong Nyaudo Inuaeyen son, to the hospital for immediate treatment. Instead, the paramount ruler views it as insult and invasion of his palace. All these happened in Ikot Offrong village and not Mbente village, but when the paramount ruler wrote his petition, he told the police my brothers were responsible. Bassey Inuaeyen called Charles, my brother, who by then was in the high sea of Saudi Arabia since he is a sailor. He accused him of robbing the paramount ruler’s house with his brothers. The cases changed. This has always been the trend of things. Nya John was arrested and “WAS TURTURED TO IMPLICATE MY BROTHERS” so that he can be released but Nya John refused to lie even when under torment.
Bassey threatened Nya John with life imprisonment if he would not mention my brothers—Charles who was away on his job, Emmanuel and Joseph who were in their own village, not knowing what happened in Ikot Offrong. Nya John was targeted; even Benjamin who is now one of Bassey’s secret agents in masterminding the death of my three brothers and others, was also arrested for crimes they knew nothing about. Bassey Inuaeyen is gifted in plotting evil. He first suggested to the then paramount ruler on the need to eliminate my brothers by exaggerating his case and creating serious fears and panicking stories to the government that will put my brothers in bad light. All their fabricated stories were found by the court to be lies while other cases were abandoned by some of the people used. After some years of unfruitful services to the community through football com petitions, I decided to withdraw my support from the football competition.
In 2006, Bassey came to my father’s house. I was in the village. I told my father directly, in Bassey’s presence, that Bassey was against him and his children. My father, like every other people in our community, so trusted Bassey and told me, “no, he can’t do.” Bassey has made the Mbente people to suffer so much by going to court as a result of headship of Mbente village. For many years now, about two decades now, because of Bassey Inuaeyen and the former paramount ruler, Mbente has been denied their own choice village head. Bassey Inuaeyen wants to plant someone that can help him subdue Mbente people so as to claim their land and Essessien’s land.
With my father’s children growing up, they now knew why they could not go to school because of constant litigation of cases against my good father. The boys were prepared to posses their father’s property and defend their Mbente village land from being snatched illegally. Then came the Dam issue. Bassey wanted to be everything in the dam project. Bassey’s father has no land there, not even a meter yet up to date, Bassey is controlling the dam. How painful!!!
THE PLOT TO KILL MY BROTHERS
Bassey had conceived this idea for a very long time, only the boys thought he could never hurt them so badly. Severally, he had tried to use people against the boys but people keep telling him to desist from it. Bassey was looking for a way to trap my brothers—Charles, Emmanuel and Joseph Esessien Akpabio—into serious trouble so as to get them hooked. He arranged that the then paramount ruler should go on exile. It was a self imposed exile. Both made real money from the government of Attah and this present government. The idea was to use the exit of the Paramount Ruler to get government’s attention in their forged stories of terrorism, fear and panic.
Bassey Inuaeyen (Obong Iberedem) sold his plot to the royalty Obong Nyaudo Inuaeyen. Of course this will be the only way for the paramount ruler to own a land in Uyo and then build on government account. It worked for them. Attah gave the Royalty up to Twenty Million Naira (N20,000,000) that he was pushed out of the clan by the youths or whoever they alleged to have done it. Meanwhile, the paramount ruler Obong Nyaudo Inuaeyen enjoyed his big duplex situated at Federal Housing Estate, Uyo. He sold out his hatred for my brothers to this Udo Effiong Isong who mobilized some families in Ikot Offrong, Ubiekene and Ikot Akpan. Mr. Inuaeyen Ndaeyo supported them and Mbente people were arrested from their farm land, brought to Ikot Offrong, beaten and completely stripped naked and made to walk stack naked to Mbente Village.
Thereafter, two other people from Mbente were kidnapped and up to date, they are not found. Then came the communal war that forced Mbente people to now line up in the forest due to fear of uncertainty of the state of security within the four warring villages. The essence of this war instigated by Bassey Inuaeyen was to wipe out my father’s house and hence his farmland and that of Mbente village. To God be the glory again Bassey failed.
However, Bassey Inuaeyen and Aloysius Etok hired the services of Noel Nduka working with Akwa Ibom State Security Service to kill the boys. Noel then told them to find a way to implicate the boys by setting them up. This they succeeded considering the fact that these boys were illiterates, ignorant, unexposed and had faith in Bassey and Peter Inuaeyen. My brothers, Joseph Akpabio calls Bassey Inuaeyen, “My Master”. So Joseph Akpabio trusted them, and believed that they could help him secure his right of being paid the compensation in the dam. This is why it was so easy for Peter and Bassey Inuaeyen to set him up so as to document falsified documentation of how terrible the boys were, based on how Noel Nduka plotted for them in case there is any case out of their plot to eliminate my brothers.
The Noel Nduka and his team also planned the killing of the boys making it look like it was the Government that ordered the police to kill my brothers. On that faithful day, Bassey having paid for the services was on his phone to monitor that the deal worked for him. My brothers were invited to a meeting in Nduehe’s wife’s house. There, the white men of Aloysius Etok and Bassey Inuaeyen of A.G Vision were there to conclude the plot they had started—to kill my brothers and invade Mbente ancestral land. Noel Nduka and his team, with the millions they were paid did not consider human lives that will be lost and were not bothered about whom it hurts, killed my brothers on the 25th of March, 2012. It is more than a year now. Aloysius Etok used his political weight and sat on it. Bassey never called, neither did Aloysius Etok who incidentally are close to me. Basssey Inuaeyen has ran away from the Mbente village ever since and is only using his phones and his Ewet Housing house and meeting centres to gather people as usual and pay them on what to say, whom to strongly use as the cause of Nkari problems.
It is worth noting here that my brothers were not armed but well dressed as people who went for meeting, with the mentality of ‘the white men’. To them it was a thing of pride to have meeting with the white men, set by Bassey Inuaeyen, Aloysius Etok and Peter Inuaeyen. There was no war in Nkari as the so called communal war Bassey instigated and I am told he sponsored the communal war ended at about August 2011.
My brothers never insulted Bassey Inuaeyen nor Aloysius Etok. Bassey Inuaeyen insisted that my father and his children be killed one day. As the boys were beaten, handcuffed, tortured and searched with all their phones seized, Bassey was constantly being briefed by Noel Nduka who led the operation. They carried my brothers who had been tortured since that morning of 23rd March 2012, till noon, then drove them to the village to kill my father alongside the children. On getting there, my father was not in. They screamed at my mother, “madam where is your husband?” My mother said, “he went into the bush to pluck leaves for his goat.” More than ten security servicemen ran into the bush in search of my father. When they could not see him, they dragged my brothers who were now tired having been exhausted through tortured and forced to sign some documents thinking they will be set free, were dragged from the A.G Vision Hi-lux trucks to our toilet roads. There they killed innocent souls. There they closed down a family. They set their sun too early. Charles was 36 years, Emmanuel was 32 years and Nduehe was about 28 years.
My mother, who cried like a mad woman, begged these sons of Lucifer, was kicked by Noel Nduka on the chest and used his boots to hit my mother on the side. She sustained injuries. My uncle’s wife whose kitchen side they laid the boys to be killed, begged them but Ogar Noel was possessed to finish his task with his millions in his pocket, kicked this woman—Affiong Nkereuwem Essien. Now she is bed ridden from that great hit from Noel.
Immediately after the murders, A.G. Visions moved in to commence their work in the Dam and of course it is a free ride now. Bassey is now directing the affairs of the Dam; truly the biblical “Ahab” who killed and took possession. Bassey Inuaeyen is now doing what he couldn’t do when the boys were alive because they would have challenged him. Aloysius Etok and Bassey Inuaeyen are making millions from the dam project. This is it.
I reported the matter to all the quarters I deem capable to do justice, but I was completely denied justice. How can I ever get justice when political heavy weights like Senator Aloysius Etok are still in power. I am a child of God, I kept praying and I believe that this panel is an answered prayer. Truly, justice will prevail.
THE ROLE OF ALOYSIUS ETOK IN MY BROTHERS’ MURDER
Thanks be to God. I thought Aloysius was a friend, very close to me. I did not know that Aloysius could do this to me. Aloysius paid Noel Nduka alongside with his self acclaimed political enemy—Bassey Inuaeyen—but very strong business partners. He has no regard and respect for those who made him to be something. Aloysius Etok claimed he doesn’t know my brothers? It is a lie.
My father had lived in No. 1 Uyo Road, Ikot Ekpene and Aloysius Etok lived behind us. He saw how my beloved mother used to hawk coconut to train those boys. At least, they all went to primary and secondary schools. Yes! They all did, through my mother’s sufferings. This is what Aloysius Etok would have remembered to set those boys free. The whole of Ikono and Ini Local Government Areas are greatly embarrassed and surprised at Aloysius’ stands. Aloysius brought in these monstrous Lebanese workers to replace the former company that was handling the job. He needed to occupy them immediately hence all were willing to co-operate with him. He used the three Lebanese, one of them is simply called Eli, which we know is a fake name. The other one is called Peter but in his Lebanese language, who is currently plying the road of Nkari freely without being hurt. I approached him (Peter) one day and he told me that those who did that job have been sent back to Lebanon. I cannot believe this. Aloysius Etok should identify and hand over the three white men whom he used to lure my brothers, whom he made to work with Noel Nduka—a chronic liar, a hitman and one who lives on blood money—to this great panel or else face it alone.
Aloysius Etok’s contribution by payment to Noel Nduka should be made known. Aloysius Etok, thank you very much for killing my three brothers and then my sister and mother who died out of the shock from the brutal and gruesome murder of the three boys.
THE ROLE OF BENJAMIN CHRISTOPHER AKPAN OTU IN THE MURDER OF SIX NKARI CHILDREN –INCLUDING MY THREE BROTHERS
Benjamin’s father was one of my father’s best friends—Mr. Christopher Akpan Otu from Ifa village. When I was small, Mr. Christopher Akpan Otu used to spend his time with my father and never liked the dirty power tussles and oppressions that was going on in Nkari clan. He comes to my father to discuss a way forward. After sometime, he died mysteriously and suddenly, of which it was rumoured that he was killed by the royalty, Obong Nyaudo Inuaeyen.
In 2006, Charles my brother brought Benjamin Christopher Akpan Otu and told me of how he was a cyclist in Port Harcourt. He said Benjamin did not have a bike of his own but was riding for someone and they used to pay him Two Thousand Naira (N2, 000) at the end of the month; a deal of Five Hundred Naira (N500) per week. Charles told me that the Rivers State Government has banned all forms of cyclists and that he was out of job. My brother, Charles, went on his knee and begged me to buy Benjamin a brand new bike to help him and his family.
On even hearing that he was late Christopher Akpan Otu’s son, even though I could not pick the face of his father but remembered the name, I quickly issued them a cheque of Seventy Thousand Naira (N70,000). They both went and came back to show a bike bought for Benjamin Christopher Akpan.
Notwithstanding, on several occasions when I travelled abroad, I bought several shirts and trousers, ties and towels from America and gave to Benjamin. I assisted to treat his mother’s Arthritis and Rheumatism. I bought clothes for his mother in the village of Ifa and tried to renew that relationship which I advised my brothers to maintain with him. Benjamin became their bosom friend. He had my phone numbers and could call me at any time. People in my village do not have my numbers but Benjamin did. I bought a good and an expensive Nokia phone for them.
When Peter Inuaeyen chosed Benjamin Akpan Otu to use for this dirty game, Peter discussed with one Martin Udo—a loyalty of the palace—to present Benjamin to his elder brother, Bassey Inuaeyen for councillorship appointment because it is no longer election since there was no election. Peter Inuaeyen used that occasion to bring Benjamin Christopher Akpan Otu to his elder brother, Bassey Inuaeyen, the political mafia of Nkari clan. Peter convinced Bassey that Benjamin could be used to set the boys up for secret filming according to how they will plot the set for them to be lured into.
In my village, every farmer is a hunter. Especially, Joseph my brother used to hunt a lot of animals in the bush (he works in the forest) using locally manufactured pistles. Benjamin was used by Bassey and Peter Ekpenyong to set the boys up for secret filming. The wife of Joseph told me of how, one day, Benjamin Christopher Akpan Otu and Topper came to tell Joseph that as the Youth President, he should lift something from the V-mobile stand. This, Joseph later on told the wife the thing was so heavy that he wondered what the content could have been but the carton was sealed. Benjamin was instructing Joseph without going near, to unplug one metal also. Later on, it was told that Benjamin and Topper were given secret cameras on their face caps and also pinned on their shirt pockets to record this for Noel to use.
All the clips of video (amatune films) to be presented to this panel are all evidences of their secret plot and how long they started plotting the killing of my brothers. Benjamin Christopher Akpan Otu accepted to frame them up. He accepted to join the three white men and narrate to Joseph how Aloysius Etok and Bassey Inuaeyen sent these white men. If not, what is the business of a common cyclist with Lebanese brought into the dam by Aloysius Etok and Bassey Inuaeyen? The only connection was to kill.
When eventually, the meeting was held, Benjamin who was cuffed and that without any harassment of slapping and beating, was immediately released from his cuffs. When he was challenged by Joseph on what was going on, he told them they have been shining so much, they should go and shine in hell. This shows that he knew that these boys were going to be killed. What a friend! What a reward Benjamin Christopher Akpan Otu offered for all the efforts Charles Akpabio did to establish his family for him. By the time, Benjamin offered these boys to be brutally killed. Charles’ wife was nine months old with pregnancy. Charles’ daughter was born a week after his father’s death. Bravo Benjamin, good work, well delivered.
His reward for a job well done—Benjamin stood no election for anything. There was no election conducted in the entire Nkari clan but Benjamin won the councillorship election. This is very tempting if not the fear of God that restrains Nkari people, it would have been another battle set up again by Bassey Ekpenyong Inuaeyen. Benjamin has been parading Ifa village with one out of these three Lebanese men of Aloysius Etok as friends. People have seen them drinking palm wine together and patrolling the clan together.
THE ROLE OF PETER INUAEYEN
Peter Inuaeyen called me on the 25th march 2012 at about evening, he told me Emmanuel Akpabio, and Solomon Udoette who were still alive and the other two Nkari boys were going to be released. He sympathized with me over my brothers’ death—Charles and Joseph—and said he would try his best to secure the release of others yet not killed. He asked me if I have known who killed them, I told him no. I had no idea but the calls I had from the village all said they were policemen. He told me yes, He was told by Benjamin Christopher Akpan Otu who was set free, that they were policemen and men of the security service. He told me they kidnapped some white men. On getting to the police station, the white men exonerated Benjamin Christopher Akpan Otu and he was freed. Later on, he sent me a text on how it was highly top government security work and gave me a lot of numbers he claimed were responsible for their death. He made me believe it was the State Government.
Later on, Peter called me on my then GLO number with a strange number and told me to quickly look out for a place of roadside telephone service, that he had information to offer me. That was on a Sunday by 7pm. I ran out to a roadside phone attendant and called the number he used. He told me he too was using a paid public phone as his lines were being monitored by security agents. Peter Inuaeyen told me that the decision was taken by top security agents with some local politicians like one Ukata, Boniface, Aloysius Etok, Chris Ekpenyong (former Deputy Governor) and the government of Akwa Ibom State. I asked him what about his brother, Bassey Inuaeyen. He told me that Bassey had travelled out of the country and will not come back until after three months, that he is trying to set up a business deal with past governor, Atta in U.S.A.
Peter then lamented that if Bassey Inuaeyen were to be in the country, he would have solved this problem immediately but then all hope was not lost—my brother, Emmanuel Akpabio, Solomon Udoette and other two—still stood a chance of being set free since his brother would soon get in contact with the said authorities. I asked him where the Nkari boys were kept. Peter told me it was at Ikot Akpan Abia with the anti kidnapping unit.
I felt everything was wrong. I just felt the stories and concern were not real. I then asked him should I come to see the Commissioner of Police that night with some key church members, he said no, “don’t involve church people”. I was still insisting on what secret thing he has to tell me but he kept saying Benjamin was not identified by the white men whom they kidnapped. We ended up just like that and I was crying in between, he kept saying sorry madam, sorry madam. At about 2.00am or thereabout, my phone rang, I picked, it was Peter. Somebody who told me his life was being monitored was calling me again. He broke the news to me and said “sorry, they have just killed Emmanuel Akpabio, Solomon Udoette, Monday and one other Nkari Clan boy”. I screamed how, where, why, he said they shot them at about 1.00am at Obot Akara boundary of Akwa Ibom and Abia State. Benjamin was already released and dropped by the road to his village on Sunday afternoon after the killing of Charles and Joseph Essesien Akpabio.
He said it was Benjamin that was right there with him, only Benjamin was released. I then quickly knew that there was something I did not quite understand. The narrative did not just add up.
The same Benjamin was again released at the police station after being arrested for kidnapping three white men, he alone was set free, and now this late night and early hours of Monday morning, the same Benjamin was set free again. I knew at that point that the inconsistency in the narratives.
Later when Benjamin was arrested by the police, he confessed to the murder. He claimed he was to lure the boys out, Peter did the middlemen’s job for his brother and son, and links while Noel killed the boys. He was released despite such incriminating and confessional statement. His release from the police was highly celebrated with gun shots all through the night. He rejoiced and told the crowd of people of how they will rubbish me and make me spend until I will become well wretched. He said the police will now arrest me for several criminal things I have been doing. The news spread like wild fire and embolden more people to attack Mbente men who are now living in the forest.
On 25th of March 2012, I saw several missed calls in my phone after the church service. All calls came from my village, Mbente, in Nkari Clan of Ini Local Government Area. I called some of the numbers back. I was told the unthinkable happened that two of my brothers were shot dead in my father’s compound by a combined team of Nigeria Police Force and State Security Service (SSS). I was told they were arrested at a meeting held at Joseph Essesien Akpabio (one of those shot dead), and driven in pick hilux with A. G. Vision label, the other hilux had no inscription. Both vehicles had no plate numbers attached.
Two of the Essesien Akpabio (Joseph and Charles) were shot in the father’s compound, in the presence of the mother and the aged woman (Affiong Nkereuwem Essien).
The third son, Emmanuel Essesien Akpabio, Solomon Udoette were taken back with same vehicle. Lucy Michael, the mother of Solomon Michael pleaded for the release of these boys to no avail. The corpses of Joseph and Charles Akpabio were left at the father’s compound. The team left with Emmanuel Essesien Akpabio and Solomon Michael Udoette still alive.
Today, Benjamin’s original statement has been withdrawn completely from his file and another statement written by the IPO is in the file, what a country.
The question is, who owns A. G. Vision? Who are the Nigerian partners? Who are these white men? It is worth mentioning here that A. G. Vision started work at the Dam site a week after they had been killed.
Senator Aloysius Etok brought A. G. Vision to the Dam project (Ref) Chief Bassey Inuaeyen is a partner, Engr. Bassey Udo Nya is a project supervisor. I contacted all three by phone and accused them of killing my brothers.
Perhaps, it is necessary here at this point to ask the trio these questions, who are these white men to lure these boys?
I was told by Rose (Joseph’s wife) who was an eye witness that while the meeting was going on, the white men who came for the meeting excused themselves and stepped outside the parlour. Security men led by Noel Nduka of the State Security Service (SSS) came inside and ordered them to put their faces on the floor and they handcuffed them.
Those handcuffed were:

- Charles Essesien Akpabio
- Emmanuel Essesien Akpabio
- Solomon Michael Udoette
- Monday Joseph
- Okon Udoette
Benjamin Akpan Otu who was handcuffed equally had his handcuff released, then the house was searched thoroughly, they said they were looking for AK 47, the money in the house was also taken. Noel Nduka threatened to shoot a young man who try to record the event using his mobile phone from the house opposite. At this point, Charles showed some form of resistance, he was thoroughly beaten. Then Benjamin handcuff was loosed and Benjamin was freed. Joseph then asked Benjamin, “what was this?” Noel Nduka, “what was going on here?” Benjamin said oga Noel Nduka, this boy has been shining too much, let him go and shine in hell.
The boys were let out in the labeled A. G. Vision vehicle and driven away. When they left, Rose (Joseph’s wife) said she came out of the house, took a bike from Ikot Ekpene to Mbente village and saw that same vehicle with a team on their way back. On reaching home (Mbente), Rose said she saw Benjamin on a motor bike riding to the Clan Head’s compound at Ibono Okporo village. On getting to Mbente, I met the corpses of my husband and his brother Charles in the family compound.
Benjamin Christopher later on became the councilor selected for Nkari. Could this be the reward for his role in killing these boys?

Discussion with Otuekong Effiong Michael Udoette
I called Mr. Effiong Michael, Solomon’s elder brother that same night. He told me that he had a phone conversation with Prince Bassey Inuaeyen. That Prince Bassey told him his brother Solomon Udoette was not supposed to attend the meeting and that he would make sure contacts in an effort to get him released.
Helena Charles Akpabio’s Testimony
About two weeks before the killing of my husband, one Mr. Denise Udo Nya from Itu Mbon Uso (my husband’s friend) called my husband on phone telling him that had heard of the Dam project that will commence in his community. He said his brother (i.e. Denise brother) Engr. Bassey Udo Nya will be the supervisor of the Dam Project. That he (Denise) will discuss with his brother Engr. Bassey to give him (Charles) contract in the Dam during that his time off here in Nigeria. My husband was happy and told Denise that the contract will keep him (i.e. Charles) busy within the three months of his stay here in the country. Denise kept on calling my husband assuring him of the contract. When my husband answered one of such calls, he told me why Denise should be so worried about giving him a contract. Sometimes, I told my husband that Denise is just being nice to you. I felt something bad when Denise brother eventually called my husband and told him not to attend any meeting concerning Dam Project. When Charles asked him, oga Engr. “why are you saying this?” What happened? Replying, he told my husband that “a word is enough for a wise” and he end the call. Since then he has not called.
On 23rd March 2012, Benjamin Christopher Akpan Otu called my husband from Calabar and told him to come home and attend the meeting with the white men scheduled for Saturday 24th March 2012. Denise also called my husband on the same date persuading him to attend the meeting for the land/dam compensation. My husband left Calabar that Friday evening for the village.
THE ROLE OF ENGR. BASSEY UDO NYA BASSEY IN THE KILLING OF MY BROTHERS
Bassey Udo Nya was the then Supervising Engineer to the Dam Project in Nkari Clan when my brothers were killed. He had told people including my husband, Dr. Elijah Ukpabio of how he tried to protect the boys from the State Government of all along have been monitoring the boys to kill. On the 24th of March 2012, his junior brother Denise Udo Nya Bassey called my brother Charles from Calabar where he stays with his family more than ten times to persuade him to attend the meeting with the white men. Denise told Charles that his elder brother spoke of the importance of that meeting with the white men and how the Dam money will be settled and on Hilux given to Joseph Akpabio aside from other cash settlements. He even assured Charles that his fare to and fro from Calabar shall be given to him. Noel had ceased all my brother’s phones and their money, he even stole the little money he saw in Joseph’s house when he was pretentiously looking for guns even in the soup pots.
Charles wife, Mrs. Helena Charles Akpabio can narrate of Denise’s constant call on the husband who never wanted travelling because her EDD was at hand. Charles wanted to have this baby so badly. He has been carrying other people’s children but Aloysius Etok and Bassey Inuaeyen denied him of all his wishes.
THE ROLE OF NOEL NDUKA (SSS) IN MY BROTHERS’ DEATH
Noel Nduka of the SSS had admitted severally to people who called him on phone before me, and put the phone on speaker that he “led the operation”. One of such fellows blamed him for killing three brothers from the same parents. Noel Nduka replied that he can kill even if it is the Governor’s son. Noel also was called by YES Magazine publisher – Azu Arinze.
Azu put up the call to him and recorded it. Noel told Azu to kill the story. Azu asked him just like that? Kill the story? Then Noel screamed from the other end, oh you are recording this call, you are recording this call, and off his phone.
When he was called again by the News Agency of Nigeria (NAN), he said he knows nothing about their dead, when asked how come that he does not react to all the allegations all over the internet with his pictures well displayed on the site of the murdered brothers. Noel claimed he had not seen. Noel also had shown some clips to another politician of how the y set my brothers up and secretly film them through Topper, and Benjamin Christopher Akpan Otu. He was describing my uncompleted storey building in my compound where the boys used my dialect to talk. The politician asked him what that meant. He told the politician that they were thieves and armed robbers then the politician told him that was not a scene of robbery but rather people in their father’s compound. The politician still told him it was not proper to have killed three boys from one father.
When again the News Agency of Nigeria called on Senator Aloysius Etok last year during a press briefing by me, Aloysius Etok showed no surprise but simply told the press people – no comment. Another media house called Noel Nduka who before now was talking, Noel Nduka now used Aloysius Etok’s exact words – no comment.
My sister in-law Rose Joseph Akpabio heard and saw when the late husband identified Noel Nduka and called him “oga Noel Nduka”. Benjamin had also confessed to knowing Noel and had identified him as the one who shot my brothers. He said Noel led the operation and masterminded the killings of my three brothers and other three boys from Nkari. He confessed that it was Peter Inuaeyen that did the work of logistics while Bassey Inuaeyen wanted them dead—that first statement of Benjamin Christopher Akpan Otu that led to those who killed my three brothers. I then cried and shouted in their office and told them how somebody has sold lies to Noel Nduka. How Noel bought such hatred and did what he did. I was shocked when they said they had already written their report to Abuja. Without hearing from me, my mother, sisters, brothers and my father, then I knew they were covering up a lot.
I then demanded that the Director of SSS Mr. Minty, called Noel Nduka to his office and they said they cannot do that. In all these stories I am more than convinced that Noel killed my brothers.
THE THREE WHITE MEN
The truth is that Aloysius Etok is the one who brought the Lebanese to the Nkari Dam. The three white men of Aloysius Etok are all known to him. Let Aloysius produce these three white men. The A. G. Vision’s hilux carried my brothers to my village to be killed before my aged parents. I request this Commission should ask Aloysius Etok to provide these three white men. They have been visiting Benjamin in Ifa village of Nkari Clan. Benjamin knows where they are living.
After the communal war between the Mbente, Ikot Akpan, Ubienkene and Ikot Offrong villages, Bassey under the disguise that he will like to make peace began threatening the Mbente people. He bluntly refused and closed his eyes to the fact that Mbente village lost about twenty five people and children inclusive. He held series of meetings and tried convincing some people to join him in eliminating my brothers Charles, Joseph and Emmanuel Essesien Akpabio. He felt they were the ones who spearheaded the communal war.
During the meeting with the former Deputy Governor, Nsima Ekere, Bassey had refused the Mbente people to come and testify to what really brought about the war. Before the meeting with the Deputy Governor, Bassey had mounted pressure on the then Attorney General of the State Chief Asam Asam to join my father Essesien Akpabio of about eighty four years by then as the man who went to war.
My father was remanded in prison custody from October 2011 to the month of February 2012. My father, Essesien Akpabio by this time was suffering from prostate cancer, chronic waist pain with skin infection. Bassey was using his political power to mount weight on my father being jailed so that he will die in the prison and never to return to his home. Bassey’s reason was that my father burnt the three warring villages and killed all the people. All efforts to get my father was thwarted by Bassey who was by then having series of meetings in his residence. He taught those he invited to his house, what to say in the panel that was to be held in the Government House.
Bassey Inuaeyen requested that my father be brought out from prison to appear before the meeting having told people what to say against my father. It was in that meeting that Bassey said, my father and his children are the real problem of Nkari Clan and that the perpetrators will pay dearly for this. He said he taught the Mbente people will only burn few houses during the war, but for burning so much and killing about twenty people, the people from Mbente who did that will be severely dealt with. My father was brought from and Bassey ridiculed him so much challenging him that if he does not bring his children, he will not be set free.
Chief Okon Peter of Mbente village heard it and tried to caution him, but it wouldn’t listen. Effiong Peter from Mbente village but residing in Uyo heard him and confronted him at a different time and he insisted that Mbente will pay dearly for this.
Bassey Inuaeyen used the forum of the meeting with the then Deputy Governor of Akwa Ibom State to cover up himself as he had been empowered by the Government to act. This obsession took him to Abuja where a son of Nkari soul from Ibono Usuk village, not from the warring zones heard him say my brothers Charles, Joseph and Emmanuel Essesien Akpabio must be killed if there must be peace in Nkari. The son of the soil, a legal practitioner by name Bassey Ekpo could not challenge him in Transcorp Hotel Abuja but left to call him later and to tell him how unnecessary that was since then Bassey Ekpo life was in danger. Bassey Ekpo text my brother Charles Akpabio to tell him not to attend any meeting.
Bassey Ekpo was arrested on Friday meeting for settlement because Bassey was targeting my brothers to kill them. Due to this text that came from Bassey Ekpo, Bassey Inuaeyen saw him as a threat. On the 23rd of March 2012, Bassey Ekpo was arrested by police in Abuja, kept in cell until the 25th of March after the killing of my three brothers, he was then released on Monday 26th March 2013. His phone also was restored to him. As soon as he puts it up, several text messages got to his phone that the six Nkari boys were killed by the Government. Bassey made it seem so.
My uncle Akpan Offiong, Essen of Mbente village heard Bassey say he will kill his nephews Charles, Joseph and Emmanuel Akpabio along with his uncle Chief Essesien Akpabio. Hon. Effiong Michael Udoette, a former Chairman of Ini Local Government Area. On Sunday 25th March 2013, Bassey Inuaeyen put a call to him asking him why his brother attended the meeting; he lamented the fact that his brother did attend the meeting. Bassey told him that he will contact the Director of SSS and get back to Hon. Effiong Michael Udoette. Bassey never did.
On the early hours of Monday 26th March, the four Nkari sons were taken to Obot Akara and shot dead by the boundary between Akwa Ibom State and Abia State.
The following week being 4th April 2013, Akwa Ibom State local newspaper Fresh Call reported on the caption “Four Robbers Napped”, a story told by Fabian Akpan. If the Fresh Call publisher can be supine by this panel to testify how they got the pictures and the false stories, it will be quite helpful. Attached is the fresh call paper and story. These were boys captured in Joseph’s house, taken out to somewhere, tortured until they were dehydrated, shot on their legs and broken, dragged into trucks and driven from Ikot Ekpene Local Government Area to Mbente village in Nkari – Ini Local Government Area to be killed alongside their father, then the other four were taken away for consultation as to whether to set these ones free since the main targets had been eliminated. When they (Bassey Inuaeyen, Noel Nduka, Aloysius Etok and the rest) felt these boys would definitely exposed them, they agreed to kill this boys. At night they drove them to a boundary of Abia and killed all there. They felt by so doing that there will be no trace.
Bassey Inuaeyen, since the killing of these four Mbente boys, made no call to me (Helen Ukpabio) nor to my father (Essesien Ukpabio). Bassey was rather telling different people different stories.
He told his biological father, Chief Ekpeyong Inuaeyen, that it was the State Government that killed the boys because they were found with guns. His father came back innocently and told my mother. I must mention here that Chief Ekpeyong Inuaeyen, Bassey’s biological father was very angry when my brothers died and wanted the village to trace and know why they were killed. He admitted in an interview conducted in Mbente village to sample opinions that those boys were not criminal.
